Temporary driving licence



The police may issue a temporary driving licence (classes A, A1 and B) without requiring a new driving test to a person who is permanently resident abroad, if his/her foreign driving licence is valid but does not entitle him/her to drive a vehicle in Finland.

When applying for a temporary driving licence, the following must be included:

  • a valid foreign driving licence (if the language on the driving licence is other than Finnish, Swedish or English, an official translation into one of these three languages must be included)
  • a passport
A temporary driving licence is issued for up to a year.

The foreign driving licence must be valid for the entire validity period of the temporary driving licence. The foreign driving licence is retained by the temporary driving licence holder.
