After this, a permit is no longer required for the possession of the firearm or firearm components. A deactivated firearm will still have the appearance of a functional firearm. The Firearms Act was amended on 13 June 2011, after which the National Police Board will no longer provide instructions for the deactivation of firearms, but the instructions will be provided by a decree issued by the Ministry of the Interior. The current instructions for the deactivation of firearms will be valid until the Ministry of the Interior issues decree on the topic (section 119 of the Firearms Act). The deactivation of a firearm or a firearm component may only be carried out by licensed traders who have obtained a permit for the commercial manufacturing or repair and modification of firearms (section 112 b of the Firearms Act). A firearm or a firearm component is considered deactivated if it has been rendered permanently unfit for use and cannot be restored into functional condition without specialised knowledge and skills. Within 30 days of the deactivation, the deactivated firearm or firearm component must be presented to the police, who will carry out an examination to confirm that the deactivation has been carried out in an appropriate manner. The firearm or firearm component is then removed from the weapons register; for this reason, the permit document must also be presented to the police. Also permanently imported deactivated firearms and firearm components and those transferred to Finland from another EU country must fulfil the requirements of the Finnish deactivation instructions, and must be presented to the police for examination within 30 days of the transfer or import.
