Use and storage of fingerprint data

In Finland, the fingerprints of a passport applicant are also saved in the passport register. The fingerprints saved in the register can be used to verify that a passport applicant does not have travel documents under several different identities, preventing the creation of so-called double identities.

The law contains detailed provisions on the use of fingerprint data saved on the microchip and in the passport register. This data may only be used to prepare the identity document, identify a person and to verify that a passport is genuine. Processing fingerprint data is only permissible to the police, other authorities issuing passports and the border control authorities.

The fingerprint data may also be used in victim identification (natural disasters or other major accidents or catastrophes, crime victims or other unidentified victims) whenever this is necessary.
