Police organised a nation-wide blasting site control campaign from 6 to 12 September 2021. The controls were made in collaboration with the Regional State Administrative Agencies (AVI). Based on a risk analysis, the purpose of the campaign week was to inspect blasting sites, and to pay particular attention to the safe storage and use of the explosives. At the same time, the Police controlled the charger’s certificates of the blasters. Another objective of the controls was to have discussions with the actors and to intervene, as efficiently as possible, with any shortcomings and problems detected.

The inspections were mainly targeted at sites that had notified the Police about blasting work to be done. The number of inspected sites was 288, spread over the operative areas of various Police departments. In blasting taking place in population areas, the inspections focused on the compliance with the statutory regulations. During the visits, the site’s safety plan, blasting plan and, if necessary, the site plan were checked. The charger’s certificates and their validity were also verified.

Shortcomings were detected on 47 sites. A total of 38 remarks were issued, mainly for incorrect storage of the explosives and incompleteness of the necessary documentation. Seven notifications leading to measures were made, all regarding shortcomings in the blasting plan, safety plan or charger’s certificates. Two penal orders were issued for violation of regulations concerning the transportation of explosives. Overall, the Police allocated almost 1000 working hours to the controls.
