Police brought together key partners and decision-makers to discuss security

The police want to ensure high-quality and effective policing in the future as well. The first Police for Decision-Makers course on 5–7 May 2026 brought together a wide range of partners. The course provided an introduction to police operations and included a discussion on Finland’s security.

The course attracted a wide range of participants from government organisations, ministries, and stakeholders, as well as members of parliament from different political parties.

Police are a key actor in internal security

The changed operational environment may also require changes in the way authorities operate in order to ensure security. 

"The security environment in Europe and Finland has undergone a permanent change. We are living through a period of transformation in which security, the economy, and society are increasingly interconnected. A new concept for police operations aimed at decision-makers is therefore a welcome development, as it responds to changes in the security environment and strengthens preparedness," Minister of the Interior Mari Rantanen stated in her speech.

The purpose of the course was to enhance decision-makers’ overall understanding of the internal security operational environment and police operations: what everyday policing is like and what the capabilities, resources and legislation are from the law enforcement perspective. 

“The police are a key actor in internal security. It’s good for decision-makers to know in more detail what the police are doing in order to be able to respond to the security situation together with decision-makers and stakeholders," says Niina Uskali, Assistant Police Commissioner at the National Police Board, who was the course leader.

Different operations of the police create an effective whole

The police have a range of different capabilities, which are not separate but closely interconnected. The course provided background on police enforcement and emergency response operations, traffic safety, crime prevention, as well as licence supervision and how all of these are interconnected and together create an effective whole.

On the course, participants were able, among other things, to practice decision-making in a simulated virtual police task.
