Amendment applications
Submit an amendment application whenever a matter mentioned in the licence decision is due to change. Typical reasons for needing an amendment application include introducing a new gambling implementation or changing the name of the licence holder.
Make your application in writing in Finnish or Swedish. Submit the application to the National Police Board by email or by post. You can use the ready-made application form or write a free-form application.

Details on the applicant for an amendment

Indicate the name of the licence holder applying for an amendment to the licence. The licence holder is the legal entity or natural person to whom the licence was issued.
For a legal entity registered in Finland, state the business ID here.
For legal entities registered abroad, you can provide the VAT Identification Number (VATIN) or an equivalent identification number.
For a natural person, state their Finnish personal ID code or, if they do not have one, their date of birth.
State the number of the licence issued by the National Police Board on the form.
State the licence holder’s postal address, email address and telephone number as contact details.
Also state the name, email address and telephone number of the person who will act as the contact person.
The contact person is the individual whom the supervisory authority will contact first if the matter concerns the amendment application or licence.

Reason for requesting an amendment

If you are applying to amend the implementations covered by the licence, state in your application all the gambling implementations to be covered by the licence in the future.
Provide an explanation of both the planned new implementations and the implementations already covered by the permit. Alternatively, if you want to remove any implementations from the licence, provide an explanation here as well.
Describe the proposed amendment of the implementations and its impact on your business. For example, you can explain the potential impact of the amendment on your marketing of gambling services, such as new marketing channels and brand names.
Submit an application to amend your licence when the legal entity holding the licence changes its business name or a natural person changes their first and/or last name.
If you are applying for an amendment to a licence because the licence holder has changed its name, state the new official name in your application.
You can also apply to amend an existing licence for a reason other than a change of name or new implementations.
You must apply for an amendment to your licence if you decide to change your activities in a material way. Submit an amendment application if, for example, the licence does not cover the changed activity or the conditions for granting the licence are no longer met.
If you are applying for an amendment for a reason other than a change of implementation or name, provide a free-form explanation in your application.

Please indicate how you would like to receive notice of the amendment decision. You can choose to have the decision sent by post to the applicant's address or by email to the email address of the applicant or contact person.
Sign the amendment application. The application can be signed either physically or electronically. The electronic signature must be at least an advanced electronic signature in accordance with the eIDAS Regulation (EU 910/2014).
The signature affirms that the information provided is correct. The person signing the application must be entitled to sign on behalf of the applicant or authorised to apply for an amendment.
If the person signing the application does not have the right to sign on behalf of the licence holder, submit a power of attorney with the application for amendment.
If you are applying to amend the licence on behalf of a legal entity that is not registered in Finland, attach an extract from the trade register or register of associations or foundations.

A fee is charged for processing an amendment application as stated in the Decree on Police Fees. In 2026, the processing fee for an application to amend a gambling licence or an exclusive licence will be EUR 1,120.
