Applying for an exclusive licence

An exclusive licence may be granted to a limited liability company that is controlled by the Finnish state and that is in the gambling business. A licence can only be granted if the applicant, its owners, and its executive managers are fit and proper as defined in the Gambling Act.

An exclusive licence cannot be granted to the holder of a gambling licence.

Submitting the licence application

Apply for an exclusive licence by submitting a written application. 
Write your application in Finnish or Swedish. Send the application and attachments to the National Police Board via the online service, by email, or by post. We recommend that you primarily use the online service. The online service is available via the Regional State Administrative Agency.
If you send your application by email or post, you can use the standard application form or write a free-form application.

In all cases, carefully read the instructions for filling in the application form and the authority's technical regulations on applying for a licence under the Gambling Act.
