Connecting to the supervision system’s interfaces
All holders of a gambling licence or an exclusive licence must implement two direct integrations with the National Police Board's supervision system: an integration with the self-exclusion register and an integration with the Official Control Signing Service (OCSS).
In addition, holders of a gambling licence or an exclusive licence must implement a separate data repository (a data vault) from which the supervisory authority can retrieve game transaction and account data for the gambling services provided.
The implementation of the integrations and the separate data repository is necessary for the technical supervision of gambling.
You can begin taking steps to implement the integrations and the separate data repository once the licence has been granted. Once the licence is granted, the supervisory authority will send you the documentation you need to implement the integrations and access to the testing environment.
The supervisory authority’s technical experts will support and guide you through the integration.
Self-exclusion register
The self-exclusion register is a centralised tool provided by the supervisory authority for preventing gambling. It allows players to ban themselves from all gambling activities that require registration.
Holders of exclusive licences and gambling licences are obliged to check the self-exclusion register to see whether the player has banned themselves from gambling. If the self-exclusion register shows that the player has excluded themselves from gambling, licence holders must not allow that player to gamble.
Every holder of an exclusive licence or a gambling licence must implement the integration to the self-exclusion register in order for self-exclusion to work. The integration will use a query interface that will allow license holders to check a player's self-exclusion status.
The integration process will begin in cooperation with the supervisory authority's technical specialists once the licence has been granted.
Official Control Signing Service (OCSS)
The Official Control Signing Service (OCSS) is an electronic signature service provided by the supervisory authority. The OCSS signature acts as an electronic certificate that guarantees the integrity of the data. The service is used to certify gaming transactions and gaming account transactions.
The OCSS signature guarantees that the certified data was not modified after it was signed. The service is also used to time-stamp data used in the technical supervision of gambling.
All holders of an exclusive or gambling licence must integrate with the OCSS. The integration process will begin in cooperation with the supervisory authority's technical specialists once the licence has been granted.
Data vault and data content requirements
The data vault is a separate data repository owned and maintained by the licence holder. Data on gambling transactions and gambling account transactions will be sent to the data vault. The supervisory authority retrieves information from the data warehouse for supervision purposes.
The gambling and account transactions in the data vault are used to ensure that gambling games operate correctly and that licence holders comply with the gambling legislation. The data must be sent to the repository in the format specified by the supervisory authority.
The authority's data content requirements specify the content and format requirements for the data sent to the data vault for each game category. The supervisory authority’s technical regulation specifies the data transfer methods and data repository structure.
All holders of an exclusive or gambling licence must implement a data vault. The transaction and account data must be sent to the data vault in accordance with the data content requirements. In addition, licence holders must provide the authority with access to the data vault in accordance with the requirements set out in the technical regulation.
