Lisäksi kaikki seuraamukset ovat täytäntöönpanokelpoisia vasta lainvoimaisina. Seuraamuksen saajan kannalta tämä tarkoittaa, että maksuvelvollisuus alkaa vasta, kun sakko tai muu seuraamus tulee lainvoimaiseksi.
