Obligations common to all licence holders
All licence holders have a common obligation to pay the annual supervision fee provided for in the Gambling Act. The supervision fee depends on the type of licence. The supervision fees for gambling licences and exclusive licences are based on the profit margin from gambling. The supervision fee for the software licence is fixed.
In addition, licence holders must notify the authority of any material changes related to the licence. Such changes must be reported in writing within two weeks of the change.
Annual reporting obligations for the gambling licence and exclusive licence
The holder of a gambling licence or an exclusive licence must submit the following annual reports to the supervisory authority in accordance with the Gambling Act:
- Financial statements
- Marketing report
- Statement on the development of gambling activities
- Statement on suspicious betting and combating match-fixing
- Action plan
- Budget
- Self-monitoring plan and statement on the prevention and reduction of the harms of gambling.
In addition, the holder of a gambling licence must notify the supervisory authority annually of the profit margin on gambling activities.
Failure to comply with obligations
Failure to comply with the obligations under the Gambling Act and the licence gives the authority grounds to intervene in the gambling activities. If the failures are serious or recurring, the National Police Board may prohibit the continuation of gambling activities. If the failures or omissions are not corrected, the licence may also be revoked entirely.
