Police strategy 2026–2032

The police strategy has been revised for the years 2026–2032. At the same time, the police’s vision has been updated to “Securing everyone in all circumstances.” The police strategy guides and prioritizes the activities and decision-making of the police and serves as the basis for long-term planning within the police force. 

The strategy defines the priorities and goals based on changes in the operating environment. We are working towards these priorities and goals that show the direction for the operations and future development of the police.

The enablers related to the strategy create the preconditions for the achievement of the defined goals and priorities.

The implementation of the strategy is guided by means of a more detailed plan, through which the implementation of the strategy is linked to the steering and decision-making systems of the police. The implementation of the strategy is monitored and assessed as part of the leadership of the police.

Strategic goals 

  1. We secure emergency response services throughout Finland – a professionally skilled first response patrol arrives at the scene quickly in urgent situations.
  2. We respond effectively to the challenges of crime prevention – a smooth investigation process from step one to the finish without compromising on quality.
  3. We produce modern and efficient services – online services are comprehensively available to all.
  4. We are an attractive workplace – employees’ work satisfaction is at a good level.

Strategic long-term goals

Goal 1: We secure emergency response services throughout Finland

We take care of emergency response assignments efficiently and ensure the presence and visibility of the police throughout Finland. Resources are used flexibly and there is established and active co-operation between the units. The operational response time of urgent emergency assignments is at a good level. The traffic safety efforts of the police are efficient and effective. The police have uniform data-driven operating processes and the readiness to effectively prevent all disturbances and threats to internal security.

Key measures:

  • We follow changes in the operating environment and monitor in a data-driven manner.
  • We maintain up-to-date action plans, situational awareness and a police reserve in case of hybrid and other threats.
  • We ensure up-to-date equipment and the tools required for appropriate performance.

Goal 2: We respond effectively to the challenges of crime prevention

We prevent, detect and solve crimes effectively. We combat gang and juvenile delinquency and prevent the spread of professional, organised and narcotics crime in society. We maintain a high level in the solving of crimes against life and health. The effectiveness and quality of crime prevention have been ensured by means of uniform and fluent processes, wide-ranging co-operation between authorities and the utilisation of new technology.

Key measures:

  • We develop the structures and quality of criminal investigation and operate in accordance with uniform processes.
  • We make full use of criminal intelligence.
  • We focus on the efficiency of daily crime investigations.

Goal 3: We provide modern and efficient services

We develop police services in a systematic manner, taking into account consistency, functionality and economy. We focus on the development of electronic services and processes and take into account the needs of different customer groups in the provision of police services. We make comprehensive use of the opportunities offered by artificial intelligence in all police services. We make sure that we have healthy and safe premises that are appropriately located.

  • We digitise police services and key processes.
  • We introduce artificial intelligence to make the operations more efficient.
  • We secure mission-critical ICT services and systems.

Goal 4: We are an attractive place to work in

We follow a good and fair employer policy and support the work ability of our personnel at all stages of their careers. We work to make the profession of police attractive and make sure that leadership and supervisory work are at a good level. We value versatile expertise and develop police training and the professional skills of our personnel, taking into account the requirements of the changing operating environment of the police.
