Technical supervision of gambling
Technical supervision is an essential control tool and is based mainly on retrospective controls for accuracy. This means that the details of gambling transactions are transferred to the supervisory authority’s technical supervision system.
All data transfers concerning gambling transactions must remain:
- Intact – all gambling transaction data intended for transfer must be transferred without any losses.
- Reliable – uninterrupted data transfer must be ensured.
- Unaltered – the transferred gambling transaction data must not change during or after the transfer.
The data on gambling transactions transferred to the supervision system may be used for purposes such as investigating faults or suspected abuse. These measures are intended to guarantee the legal protection of players.
The supervision system verifies that all the gambling data is submitted to the supervisory authority. The supervision system also ensures that the data is unaltered and time-stamped. The supervision system and transaction data are used to verify that the gambling services have functioned correctly and in accordance with the rules.
As part of its technical controls, the supervisory authority ensures that an external auditing body audits the methods used to arrive at the results. The audit ensures that the randomness of draws is reliable. Randomness means that one particular number is as likely as any other number to be drawn in each draw.
Finland’s gambling system is being reformed. Under the new Gambling Act, the supervisory authority may issue regulations specifying the technical supervision of gambling activities.
The National Police Board is currently preparing more detailed regulations. The content of this website will be updated as the draft regulations are finalised.
