A trainer of courses for users of forcible means equipment and refresher courses

Only persons licensed as a use-of-force trainer by the National Police Board may act as trainers for forcible means equipment user training courses and forcible means equipment refresher courses.

Use-of-force trainer licensing and licence renewal

The National Police Board may, on application, issue a use-of-force trainer licence for forcible means equipment user training courses and forcible means equipment refresher courses to an applicant, who:

  • you have to be at least 18, but no more than 68 years old
  • has satisfactorily completed use-of-force trainer training less than six months prior to applying for the licence
  • is known to be an honest and reliable person, and has the personal qualities to make them suitable for the job. 

The licence remains in effect for a maximum of five years.

The National Police Board may, on application, renew the licence for a period of no more than five years, if the applicant:

  • continues to meet the above-mentioned personal requirements (is at least 18 but no more than 68 years old and is known to be honest and reliable, and has personal qualities that make them suitable for the job)
  • has satisfactorily completed a refresher course less than six months prior to applying for a licence renewal.

A use-of-force trainer may apply for a licence renewal no more than six months after the expiration of the previous licence.

Firearms trainer licensing and license renewal

The National Police Board may, on application, issue a firearms trainer licence for carrying out firearms user training and shooting tests to an applicant, who must:

  • be at least 18, but no more than 68 years old
  • have satisfactorily completed use-of-force trainer training
  • have satisfactorily completed firearms trainer training less than six months prior to applying for the licence, and
  • be known as an honest and reliable person, and have the personal qualities to make them suitable for the job. 

The above-mentioned licence remains in effect for a maximum of five years.

The National Police Board may, on application, renew the licence for a period of no more than five years, if the applicant:

  • continues to meet the above-mentioned personal requirements (is at least 18 but no more than 68 years old and is known to be honest and reliable, and has personal qualities that make them suitable for the job)
  • has satisfactorily completed a refresher course for a firearms trainer less than six months prior to applying for a licence renewal.

A firearms trainer may apply for a licence renewal no more than six months after the expiration of the previous licence.

Security steward trainer licensing and licence renewal

The National Police Board may, on application, issue a security steward trainer licence to an applicant, who:

  • is at least 18 years old
  • has satisfactorily completed basic security steward training
  • has satisfactorily completed basic security steward trainer training less than six months prior to applying for the licence
  • is known as an honest and reliable person, and have the personal qualities to make them suitable for the job. 

The above-mentioned licence remains in effect for a maximum of five years.

The National Police Board may, on application, renew the licence for a period of no more than five years, if the applicant:

  • continues to meet the above-mentioned personal requirements (is at least 18 years old and is known to be honest and reliable, and has personal qualities that make them suitable for the job); and
  • has satisfactorily completed a refresher course for a security steward trainer less than six months prior to applying for a licence renewal.

A security steward trainer may apply for a licence renewal no more than six months after the expiration of the previous licence.

Advance notification of use-of-force training for guards and security stewards

All educational institutions, companies and private persons or entrepreneurs must remember to submit an advance notification to the Security Sector Supervision unit of the National Police Board of any use-of-force training arranged for guards or security stewards.

In the case of use-of-force training for guards, the advance notification must be made 

  • for the study module of basics of physical use of force for guards
  • expandable baton, gas spray and firearms user training for guards
  • refresher course in the use of forcible means equipment and firearms for guards.

In the case of use-of-force training for security stewards the advance notification must be made 

  • for the study module of basics of physical use of force for security stewards
  • expandable baton, gas spray and firearms user training for security stewards
  • refresher course in the use of forcible means equipment for security stewards
  • additional use-of-force training for security stewards.

The advance notification obligation does not apply to training provided by the police departments or the Police University College.

The advance notification must be submitted using the electronic notification form for this purpose. The notification must be submitted no later than 14 days before the day the training course is organised to the official e-mail address of the Security Sector Supervision of National Police Board, turv.koul_ennakkoilm.poliisihallitus@poliisi.fi
