Suspension or cancellation of driving licence
If deemed necessary, the police may cancel or suspend a driving instruction permit, motorcycle training licence, qualified driving instructor's licence or taxi driver licence. The grounds for cancelling or suspending the licence or permit may include a temporary driving ban imposed on the licence holder or the failure to meet the requirements for being issued such a licence or permit.
Suspension or cancellation of driving instruction permit
In order to give driving instruction and instruct driving in traffic for the purpose of obtaining a driving licence, you need a driving instruction permit issued by the Finnish Transport and Communications Agency Traficom.
The police may suspend the driving instruction permit if the requirements for imposing a temporary driving ban on the permit holder are met.
The police may cancel the driving instruction permit if you as a permit holder
- no longer meet the requirements for being issued a permit,
- break the regulations relating to the driving instruction permit or the terms and conditions of the driving instruction permit,
- request the permit to be cancelled.
Cancellation or suspension of motorcycle training licence
As a motorcycle training licence holder, you can practice driving a motorcycle for the purpose of obtaining a driving licence. The training licence is issued by the Finnish Transport and Communications Agency Traficom.
The police must suspend the motorcycle training licence if a temporary driving ban has been imposed on you as a licence holder.
The police may cancel the motorcycle training licence if you as a licence holder
- no longer meet the requirements for being issued a permit,
- break the regulations relating to the training licence or the terms and conditions of the training licence,
- request the permit to be cancelled.
Cancellation or suspension of qualified driving instructor's licence
In order to act as a qualified driving instructor, you need a qualified driving instructor's licence issued by the Finnish Transport and Communications Agency Traficom.
The police may suspend the qualified driving instructor's licence temporarily, for a fixed period or until further notice, or cancel it.
The police suspend the qualified driving instructor's licence for a fixed period if the licence holder no longer meets the requirements for being issued a licence that are based on personal properties. The police suspend the licence for a minimum of three or six months and for a maximum of five years.
Under certain circumstances, the licence may be suspended for a shorter period than that or the police may issue a warning. The police return the licence when the fixed time has passed.
The police suspend the qualified driving instructor's licence until further notice if you, as a licence holder, no longer meet the health requirements for category 2 driving licence. The licence is also suspended until further notice if a driving ban has been imposed on you as a licence holder until further notice. The police will return the licence once you prove that you meet the requirements of the relevant provisions again, by submitting a medical certificate, for example.
The police suspend the qualified driving instructor's licence if a temporary driving ban has been imposed on you as a licence holder. The police may also suspend the licence if it is likely that you as a licence holder have committed an offence against life or health or an offence otherwise displaying violent behaviour, a sex offence or other similar offence, and the severity of the crime so requires.
The police may cancel the driving instructor's licence if you as a licence holder request it to be cancelled.
Cancellation or suspension of taxi driver licence
In order to act as a taxi driver, you need a taxi driver licence issued by the Finnish Transport and Communications Agency Traficom.
The police may suspend the taxi driver licence for a fixed period, temporarily or until further notice.
The police suspend the taxi driver licence if you as a licence holder have committed certain criminal offences. The police suspend the licence for a minimum of two or six months and for a maximum of five years. Under certain circumstances, the licence may be suspended for a shorter period than that or the police may issue a warning.
The police may also suspend the licence if it is likely that you as a licence holder have committed certain criminal offences and the safety of passengers so requires.
The police suspend the taxi driver licence until further notice if a driving ban has been imposed on you as a licence holder until further notice or if you no longer meet the health requirements for the licence.
The taxi driver licence must be handed over to the police if the driving licence is cancelled or suspended. A taxi driver licence suspended for a fixed period is returned to you when the fixed period is over. The police return the taxi driver licence to you if you prove that the grounds for the suspension have gone away by submitting a medical certificate, for example. Before returning the licence to you, the police will reassess your eligibility to hold a taxi driver licence.
