Amending a security sector business licence
The National Police Board may amend the terms and limitations added to the security sector business licence due to changes in the scope of the security sector business licence holder's operations, the number or location of its places of business, or other such circumstances. Amendments can be made by virtue of an application submitted by the business or they can be initiated by an authority.
The application for amendment should contain the same information as the initial application for a security sector business licence.

A holder of a security sector business licence must notify the National Police Board in writing (notification of changes) of the following:
- a change in the name or company form of the holder of a security sector business licence, establishment or closure of a place of business, and a change in the address of the holder or its principal place of business
- a change in the membership of the administrative bodies of the holder of a security sector business licence, its managing director, partners in a partnership, and general partners in a limited partnership
- the termination of the business operations of the holder of a security sector business licence or their suspension for a period of more than one month
- the continuation of business operations after the operations have been suspended for a period of more than one month.
The notification of change must be submitted preferably before but no later than on the seventh day after the change.
A new business licence for the security sector must be applied if the business ID of the company changes and the intention is to continue business activities subject to licence.

Annual notification and certificate requests
Depending on the business activities it is engaged in, the holder of a security sector business licence must notify the National Police Board in writing of the following for each calendar year by the end of March of the subsequent year:
- number of assignments (valid during the notification year)
- number and addresses of places of business and the number of personnel (as of 31 December)
- information of persons who acted as managers, guards and temporary guards, security stewards and security officers during the calendar year itemised by place of business
- information on firearms licences held by the holder of the security sector business licence and the guards, and gas spray licences held by the guards
- information on assignments where the guard carried a firearm or was accompanied by a dog, or used clothing other than a guard's uniform
- information on incidents where the guard's use of force involved the use of a firearm, gas spray or a dog
- information on the gas spray licences held by the security stewards
- information on assignments where the security steward was accompanied by a dog
- information on incidents where the security steward's use of force involved the use of a gas spray or a dog.
The National Police Board may cancel the business licence temporarily or permanently if the licence holder fails to deliver the annual notification by the deadline and does not deliver the annual notification by a reasonable deadline set by the National Police Board despite a request to do so.
Request for a certificate
As a holder of a security sector business licence you may request a certificate demonstrating the validity of its business licence, of having submitted the annual notification within the deadline, or on other matters associated with the security sector business subject to a licence.
A processing fee shown in the service price list will be charged for such certificates.
The requested certificate is delivered either to the registered address of the requesting party, or to another address in Finland, as required. In urgent cases a copy of the certificate may, on request, be delivered by e-mail.
Cancellation of permits or licences

The National Police Board must cancel a security sector business licence:
- at the licence holder's request;
- if the operations requiring a security sector business licence have been discontinued; or
- the licence holder no longer meets the requirements provided for in the Act on the Right to Practice a Livelihood.
The National Police Board may suspend or cancel a security sector business licence (discretionary cancellation), if:
- the operations requiring a security sector business licence have been interrupted for longer than three months
- the licence holder no longer meets the licensing requirements and has not corrected the deficiency by the possibly set deadline
- the party engaging in operations requiring a security sector business licence or the licence holder's person in charge has been sentenced, under a final decision, for an offence that proves them unsuitable for the job, or has committed intentional misconduct
- the licence holder has materially violated the key terms and limitations of security sector business licensing or
- the licence holder fails to deliver the annual notification by the deadline and does not thereafter deliver the annual notification by the reasonable deadline set by the National Police Board despite being requested to do so.
In possible cases involving discretionary cancellation, the National Police Board may, instead of cancelling the licence, issue a warning to the licence holder, if cancellation would be unreasonable under the circumstances.
The National Police Board is required to cancel a manager licence (cancellation obligation) if requested to do so by the holder of a security sector business licence or the manager.
The National Police Board may suspend or cancel the licence (discretionary cancellation), if:
- the manager no longer meets the licensing requirements (honesty, reliability, personal qualities)
- the manager has been sentenced, under a final decision, for an offence that proves them to be an unsuitable manager, or has, as a manager, committed intentional misconduct or
- the manager has materially violated the key terms and limitations of manager licensing.
In possible cases involving discretionary cancellation, the National Police Board may, instead of cancelling the licence, issue a warning to the manager, if cancellation would be unreasonable under the circumstances.

Apply for the licence online
The easiest way to submit an application for a business licence in the security sector is to do so on the online service of the police. You can also apply for a licence on a written form (forms only in Finnish)
Application for a security sector business licence (incl. online service)
- You can use this form to apply for a security sector business licence for engaging in activities defined as subject to a licence and carried out as a private security company, security stewarding service and/or a security business.
Change notification related to a security sector business licence (including online services)
- You can use this change notification to report the establishment or closure of a security sector business licence holder's place of business; a change of address of its headquarters or a place of business; a change of its business name or company form; a change or departure of a member of the administrative bodies, the managing director and/or partners; the suspension of business operations and the recontinuation of operations after an interruption; the continuation of business operations by the bankruptcy estate or the estate of the deceased; and the discontinuation of business operations subject to a licence.

- You can use this form to apply for the amendment of a security sector business licence to cover a wider range of assignments than allowed by the current licence.
