Firearms business license

Firearms trade permits are granted and revoked by the National Police Board’s Firearms Administration. Applications are made in written. 

The requirements for receiving a trade permit for dealing in firearms are set in the Firearms Act. A permit can be granted to a natural or legal person fulfilling the requirements set in the law. The business activities of the permit recipient must consist entirely or in part of one or more firearm-related trades.

If you are employed by a firearms dealer, you must have a permit that allows you to handle firearms and ammunition at work. Firearm licences are granted and revoked by police departments.

Carrying on the firearms trade

Trades subject to licence according to the Firearms Act are

  1. trade, exchange, storage and rental of firearms, firearm components, cartridges and specially dangerous projectiles
  2. repair, commercial modification, conversion and manufacturing of firearms and firearm components
  3. supplying firearms, firearm components, cartridges and specially dangerous projectiles;
  4. organising some other form of transfer, export or import of firearms, firearm components, cartridges and specially dangerous projectiles within Finland in accordance with the Firearms Act and
  5. commercial manufacture of cartridges or specially dangerous projectiles.

If intended activities include handling or storing

  • firearms,
  • firearm components
  • cartridges or 
  • specially dangerous projectiles,

the police department local to the storage location must approve the storage facilities in order for a permit to be granted. The nature and scope of the business activities will be taken into account.

Apply for a trade permit for dealing in firearms

Applications are made in written form to the National Police Board’s Firearms Administration.

The person applying for the permit must sign the application. If you are applying as a private person, you should sign the application yourself. Applications made by a legal person, such as a company, should be signed by the person or persons who have the authority to sign. If a signatory has not yet been entered into the Trade Register or Register of Associations, their authority to sign should be supported with an extract of the minutes of the meeting.
