Please include the following in your application:
1) Information on the applicant
- If the applicant is a private person
- the applicant’s name, personal identity code and address
- if a company owned by a private person has been entered into the Trade Register, please provide the business name and company registration number (business ID).
- If the applicant is an organization
- the organization’s registration number, name and address in the Trade Register/Register of Associations, and any other necessary contact details
- Please include in the application contact information that can be used to reach the applicant if necessary.
2) The business locations
- Provide the precise location (address)
- If activities are carried out at multiple locations, all addresses must be provided. Use a separate attachment if necessary. A free-form separate attachment is acceptable.
3) The storage facilities and their location
- The storage location of firearms, firearm components, cartridges and particularly dangerous projectiles must be approved by the local police department
- The applicant is advised to contact the local rescue services during the planning stage, because a statement of the Fire and Rescue Authority on the planned activities and inspection of the business location and storage facilities is required as attachment to the application.
- With regard to storage facilities, new firearms dealer and brokers will be expected to meet the level-3 standards laid down by Finance Finland for structural protection and alarm systems.
4) Information on the members of the legal person’s administrative bodies and the managing director
5) Information on the person in charge
- Remember to submit a separate application for approval of the person in charge
- Consent to be appointed as the person in charge must be appended to the application.
6) The activities for which the firearms business license is applied
- On the application, select the activity or activities for which you apply for a firearms business license
- The application includes a section in which you can provide further information regarding the application for a business license. A free-form attachment can be used if necessary.
7) Information on the items for which you apply firearms business license
Fill in carefully and provide justification for
- the firearms with which you intend to carry on trade and the mode of operation of each specific weapon type as defined in the Firearms Act. The modes of operation specified in the Act are single-shot, single-shot with magazine, self-loading single-shot and automatic shot.
- pay particular attention to justifications if your application concerns particularly dangerous firearms.
- the firearm components, gas sprayers, cartridges and particularly dangerous cartridges and projectiles, as defined in the Firearms Act, that you intend to trade in.
8) An account of the applicant's financial situation
A firearms business license can only be granted to a party that has sufficient financial preconditions to carry on the trade in an appropriate manner. For this reason, the clarification of the applicant’s financial situation is a key factor in the assessment of the application.
The appropriate documents related to the applicant’s financial circumstances may vary, depending on the applicant’s circumstances. An entrepreneur who is starting a business will generally be required to provide a business plan, financial plan and proof of assets and possible outstanding debts.
For example, an applicant may provide proof of their assets and outstanding debts in the form of
- bank statements
- a tax debt certificate
- an extract of the accounts for their trade or
- an extract of their sales ledger.
Various documents related to the financial situation are listed in the application under Appendices. A permit will not be granted unless the National Police Board has received confirmation that the company’s financial situation is sufficient.
