Firearms business license

The requirements for receiving a firearms business license are set in the Firearms Act. A firearms business license may be issued to a natural or legal person who meets the requirements laid down in the Act. The business activities of the license recipient must consist wholly or partly of one or more of the firearms trades referred to in the Firearms Act.

The authorization to carry on the firearms trade (firearms business license) is issued by the National Police Board’s Firearms Administration. Carrying on the firearms trade

According to the Firearms Act, trades subject to license include

  • trade, exchange, storage and hiring out of firearms, firearm components, cartridges and particularly dangerous projectiles
  • repair, commercial modification, conversion and manufacture of firearms and firearm components
  • brokering of firearms, firearm components, cartridges and particularly dangerous projectiles
  • arrangement of the transfer of firearms, firearm components, cartridges and particularly dangerous projectiles within Finland and arrangement of some other form of transfer, export and import referred to in the Act;
  • commercial manufacture of cartridges and particularly dangerous projectiles.

A firearms business license may be issued to a natural or legal person who meets the requirements laid down in the Act. The business activities of the license recipient must consist wholly or partly of one or more forms of firearms trade.

If the intended activities include handling or storage of 

  • firearms
  • firearm components
  • cartridges or 
  • particularly dangerous projectiles

the local police department must have approved the storage facilities as safe in order for a license to be granted. The nature and scale of the firearms trade will be taken into account in this regard.

Apply for a license

Apply for a firearms business license by submitting a written application to the National Police Board’s Firearms Administration. Print out the application form from the Forms page (in Finnish, Ase 28 fi - Asealan elinkeinolupahakemus), fill it in carefully and submit it to the Firearms Administration.

The application must be signed by the applicant. If you are applying as a private person, sign the application yourself. Applications made by a legal person, such as a company, must be signed by the person or persons who have the authority to sign. If signatories have not yet been entered into the Trade Register or Register of Associations, their authority to sign must be proven with an extract of the minutes of the organization’s meeting.
