Make sure to submit the annual report related to the money collection permit on time

If your organisation has a money collection permit, the permit is subject to an obligation to submit an annual report. The total proceeds of money collection, collection costs, net proceeds and the purpose for which the funds raised are used must be reported in the annual report.

The report must be submitted even if no funds have been collected during the financial year. In this case, a so-called zero report must be prepared. The zero report can be used for stating issues such that no money collection has been organised or no donations have been received during the financial year.

The annual report must be submitted to the National Police Board within six months of the end of the financial year. You can submit the report in the police e-services.

“It is important to submit the report on time. In this way, the holder of the permit can ensure that the money collection activities can continue without interruption,” says Senior Adviser Tiina Mäkinen of the National Police Board.

The processing of the annual report is subject to a fee. In 2026, the processing fee is 205 euros.

Supplement the annual report with the required supporting documents

Attach the financial statements for the financial year and their notes to the annual report. Please note that the financial statements must also be duly signed, and the auditor’s or performance auditor’s report on the financial statements must also be included.

If your organisation has an auditor, the auditor’s statement must also be attached to the annual report, including the zero report. This statement must be specifically about money collection.

The National Police Board needs the supporting documents required for the annual report in order to be able to supervise that money collection has been organised in accordance with the regulations concerning money collection. If the supporting documents have not been submitted or if they are incomplete, the National Police Board will ask you to submit or supplement them. An incomplete annual report may also lead to the suspension of money collection.

You can also submit an annual plan on money collection for the next financial year at the same time

Also make sure to submit an annual plan on money collection. You can submit it conveniently in connection with the annual report, but no later than two months before the beginning of the next financial year.

The annual plan is always drawn up of money collection organised during the next financial year, not for the current year. In the free-format annual plan, describe at least the collection purposes of the money collection to be organised, an estimate of the expected proceeds from money collection and the estimated expenses to be incurred from money collection.

The easiest way to submit the annual plan is also through the police e-services.
